Flame grass not thriving

I received my 2 plants in the fall of 2023. I planted both plants, I covered them over the winter months. Spring is here and I was looking forward to watching them mature this year but so far neither plant is even turning green or looking alive.

Plants arrived on time, wrapped appropriately. I unpackaged the 4 plants, watered & let them rest for 2 days, then planted according to instructions. Protected each plant with 13" wide x 13" high protective caging & applied premium coastal mulch. Plants seem to be going dormant now in early Nov. Will await to see how they appear next spring...hopefully all abloom!
